Request for Expressions of Interest for Jubail (Phase- 3) Independent Water Projects
Saudi Water Partnership Company S.M.L.L.C (“SWPC”) is pleased to invite expressions of interest (“EOI”) in respect of the potential development of Independent Water Projects (“IWPs”) to be designed using Reverse Osmosis seawater desalination technology. The desalination plants will be located 18 km south of Jubail Industrial City at the Arabian Gulf Coast, adjacent to the existing plant units (Jubail Phase 1, Jubail Phase 2 and Jubail RO plants), in the Eastern Province of the Kingdom of Saudi Arabia (the “Project”) and power supply will be facilitated from the high voltage network.
SWPC initially invited expressions of interest for an integrated water desalination and power plant of 1,170,000 m3/day net of potable water capacity and 3,000 MW of power, together with associated infrastructure and facilities. However, the concept was revised and SWPC decided to make it two IWPs of 600,000 m3/day potable water capacity for Jubail-3 (A) and 570,000 m3/day potable water capacity for Jubail-3 (B) to be potentially tendered separately.
SWPC will conduct a competitive process to select a developer(s) or developer consortium(s) for the development, financing, procurement, implementation, operation and maintenance of the two desalination plants of 600,000 m3/day potable water capacity for Jubail-3 (A) and 570,000 m3/day potable water capacity for Jubail-3 (B), together with associated infrastructure and facilities, in a potential separate tendering process. Under a concession of 25 years, the project company to be incorporated to develop the Project will sell the entire capacity and output to SWPC under a Water Purchase Agreement (“WPA”). SWPC’s obligations under the WPA will be supported by a credit support agreement from the Government of the Kingdom of Saudi Arabia.

- The EOI should specify as a minimum the following information:
- Name of the interested party;
Name and contact details (postal address, telephone number, and e-mail address) for the appropriate point of contact (“Point of Contact”) to whom all future correspondence will be addressed; and - Where the interested party is considering potential consortium partners, an indication of such intention and details of potential consortium partners (to the extent it is known).
Institutions that have responded to the Request for Expressions of Interest issued by SWPC on the 11th March 2018 are not required to resubmit an EOI, unless such institutions wish to update the Point of Contact.
