Request for Expression of Interest for SSTP Programme in Jazan Region
Vision 2030 recognizes the critical importance of ensuring future reliable provision of sewage treatment services for improvement in the quality of life of residents of the Kingdom of Saudi Arabia (“Kingdom”). In line with that, for the sewage treatment requirements in small heavily populated rural areas and peri-urban areas of the Kingdom, Saudi Water Partnership Company (“SWPC”) has launched a unique programme. The programme aims to commission a large number of Small Sewage Treatment Plants (“SSTPs”) along with sewage conveyance infrastructure or the Collection Networks (“CN”) across all of the Kingdom’s 13 regions through the Public-Private Partnership (PPP) route. The SSTPs and associated Collection Network have been bundled into seven (7) different clusters based on their geographical locations within the Kingdom.
The first cluster that is proposed to be procured corresponds to SSTPs and associated Collection Network in Jazan region. SWPC is, therefore, pleased to invite Expression of Interest (“EOI”) in respect of the development of Small Sewage Treatment Plants and Collection Network in Jazan region (“Project”). Spread over the Jazan region, the Project comprises the development of 20 SSTPs of varying capacities with a total combined capacity of 104,500 m3/day (with sizes ranging from 1,000 m3/day to 15,000 m3/day), together with associated Collection Networks of approximately 1,500 km (with lengths ranging from 7 km to 415 km).
The main indicative Plant features are expected to include the influent connections, tanker discharge points, all by-passes, inlet works and primary, secondary and tertiary treatment, pumping facilities including all the associated buildings, civil, structural, mechanical, electrical supply, control and instrumentation infrastructure (the detailed requirements will be set out at a later stage) shall be provided. (to suit the plant hydraulic requirements).
The main indicative Collection Network features are expected to include pipelines, manholes/inspection/connection chambers, pumping stations and odour control facilities including all the associated buildings, civil, structural, mechanical, electrical supply, control and instrumentation infrastructure (the detailed requirements will be set out at a later stage).
SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, and implementation for both
SSTPs and the Collection Network and additionally, ownership, operation, maintenance and transfer of the SSTPs, together with associated infrastructure and facilities. It is to be noted that the Collection Network is to be handed over to the National Water Company (“NWC”) after construction. Under a 25-year Sewage Treatment and Collection Network Implementation Agreement (“STCNIA”) with SWPC, a project company is to be incorporated to develop the Project and treat the entire sewage capacity supplied by SWPC. SWPC’s obligations under the STCNIA will be supported by a credit support agreement from the Government of Saudi Arabia.
Key procurement features will be as follows:
- A Build, Own, Operate and Transfer (BOOT) procurement structure for the SSTP operations for a 25-year term
- A Design, Build, Finance and Transfer (DBFT) procurement structure for the Collection Network.
